流程是这样的
- 1刚搬来你搬到了新泽西州，想在这里开车。
- 2学习许可你拿着学习驾驶许可（learner permit）上路练车。
- 3笔试你参加笔试。
- 4路考你亲自上车参加路考。
- 拿到驾照考试通过，驾照就是你的了。
要花多少钱
第一本驾照
汽车考试许可 $10，首次汽车驾照 $24，GDL（分级驾照）车贴一对 $4。
普通基本驾照 $18。这只是驾照本身的费用；考试许可和考试费用另算。
如果委员会给你的驾照定了较短的到期日，费用按 $29 固定费用的比例折算，而不是收全额。折算比例由委员会决定，并且没有公布对照表。
特殊驾照除普通驾照费用外不另收费。
只为州、县或市政府驾驶其公务车辆的司机，办理这类驾驶的驾照不收费。
这笔费用在申请时缴纳。
如果你刚到美国
没有到期日的外国证件
新泽西州判断外国驾照是否有效，看的是你的国家出具的证明文件，而不是卡面上印的日期：台湾申请人出示有效的驾照核验证明（Verification of Certificate of Driver's License），韩国申请人出示驾照证明（Certificate of Driver's License）并附领事翻译件。如果你的国家和新泽西州没有互认协议，你就参加笔试和路考，卡上的到期日不起任何作用。
如果你另一个州的驾照已过期
如果过期不到一年，你仍然可以在一次预约中直接转换，不用考试。如果过期超过一年，你就要按新手司机从头来过，学习许可等每一步都要走。
你需要的材料
- 仍在有效期内的证件主要和次要身份证件过期不能超过三年。
你的社会安全号码（SSN）
提交号码，以及谁能看到它
你的号码用于执行机动车、税务和子女抚养方面的法律，并用来识别这些法律涉及的人。
法律要求你提交社会安全号码（SSN）或个人报税识别号（ITIN）二者之一。
要参加的考试
视力检查
根据视力复查项目，该部门被要求在项目开始的前 10 年里，每年对新泽西州约 10% 的持照司机复查视力。
你的视力需要达到 20/50，戴不戴矫正眼镜都可以。如果你只用一只眼睛看东西，这只眼睛必须达到 20/50 的标准，并且你要带上有执照医生签字的证明文件。
可以由该部门检查你的视力，也可以由有执照的验光师或眼科医生来检查。
视力筛查可以由该部门、有执照的验光师、眼科医生、配镜师或有执照的医生出具证明。
路考
你必须通过一项考试，考核你的驾驶能力和你对车辆操作的熟悉程度。

如果你考的是商业驾照或加注项目，笔试没通过时，主管可以指定你下次考试的时间和地点。
如果没通过，7 天后可以再考。

使用翻译
如果笔试没有你的语言版本，在办学习许可的预约时提出来，机动车委员会（MVC）会安排并支付翻译，一般排在四到六周内；每个办事处也有 Language Link 电话翻译热线，你也可以自己带翻译到柜台。路考时车里除了 MVC 考官没有别人，所以路考用不了翻译。
拿着学习许可练车
练车时谁可以陪你
必须有一位持有效新泽西州驾照、年满 21 岁且驾龄至少三年的成年人坐在前排陪你。
持特殊许可（special permit）时，你要在州认证的实车驾驶教育老师或有执照的驾校教练陪同并掌控车辆的情况下开车。
陪练司机坐在副驾驶座上，持新泽西州驾照，年龄超过 21 岁，并且取得小客车驾照至少三年。
路考要带什么
谁和你一起去
为参加驾照考试，持特殊许可的人可以在机动车管理部门（Division of Motor Vehicles）代表随车的情况下开车。
陪你去的司机必须持有与你许可所涵盖车型对应的有效驾照。助力车（moped）是例外：不需要陪同司机。
除了主持路考的 MVC 安全考官（Safety Specialist）之外，还必须有一位年满 21 岁、持有新泽西州驾照至少三年的司机陪你到场。其他州的驾照不算数。
路考进行时，除 MVC 考官外，没有别人和你同车。
考试用车和保险
有效年检贴纸或官方的“无需年检贴纸”（No Inspection Sticker Required）卡、有效车辆注册卡、有效保险卡或电子保险凭证、安全考官必须能从副驾驶座使用紧急制动并够到脚刹或驻车制动、租来的车只有在申请人被列为附加驾驶人且达到合同年龄时才可以用、租用驾校车辆是允许的。
新泽西州不提供考试车辆，你要自己带车。租来的车只有当你以附加驾驶人身份写进租车合同、并达到租车公司要求的合同年龄时才被接受；租用驾校的车也是允许的。
带一辆已注册、年检贴纸在有效期内并有保险卡的车，而且安全考官必须能从副驾驶座够到紧急制动。考试前会先检查车辆：带自动泊车功能的车、年检贴纸过期或缺失、刹车被挡住够不到、车窗贴膜，或者刹车不好、轮胎不安全之类的缺陷，都会让你整个预约作废。
考官可以只因为车的问题就拒绝考试，完全不让你开。公布的拒绝清单包括：年检贴纸、考官够不到刹车、刹车、车灯、轮胎、安全带、后视镜或玻璃有缺陷、驾驶位或前门车窗贴膜、车内不够整洁、发动机怠速过快、车门或车窗从里面打不开；摩托车和助力车考试还包括没有头盔、护目镜或面罩未经批准、没有 100 英尺外能听到的铃或喇叭。

谁来监考
新泽西州机动车委员会（MVC）的安全考官（Safety Specialist）随车陪同，在封闭考试场地或公共道路路线上进行。
路考由 MVC 安全考官主持——他是政府机构的员工，不是驾校的人——在封闭考试场地或公共道路路线上进行，用时 10 到 15 分钟。车上原装的倒车影像和泊车雷达在考试中可以使用。
