搬到美国后，在内布拉斯加州拿到你的第一本驾照。
流程是这样的

- 2学习许可你拿着学习驾驶许可（learner permit）上路练车。
- 3笔试你参加笔试。
- 4路考你上车参加路考。
- 拿到驾照考试通过，驾照就是你的了。
费用
第一张驾照
O 类（Class O）驾照有效期五年，一共 $29：$24 再加 $5 的安全费（security fee）。有效期更短的驾照按 $5、$10、$14、$19 分档——有效期超过一年但不超过两年是 $10，超过两年但不超过三年是 $14，超过三年但不超过四年是 $19（未满 21 岁的人，驾照在你 21 岁生日当天到期）。
这笔费用在申请时缴纳。

如果你另一个州的驾照已过期
过期不满一年：只需要参加笔试。过期超过一年，或者你无法上交旧驾照：笔试和路考都要考。
在原驾照过期后的一年之内，随时都可以发放新驾照。
你的社会安全号码（SSN）
提供号码，以及谁能看到它
你必须提供一个社会安全局（SSA）能够核验的社会安全号码（SSN），或者出示夹在有效外国护照里、仍在有效期内的 I-94 或 I-94A 入境记录，以此证明你可以豁免。
你必须提供有效的社会安全号码，或者出示可以豁免的证明。
所有新申请人和更新申请人都要提供 SSN，交由社会安全局在线核验；除非你没有工作资格、拿不到号码。只有在核验没通过时，才需要出示纸质证明文件。号码一旦核验通过，就不会再核验一次，除非你的姓名、出生日期或 SSN 发生变更；车管局（DMV）只能把号码提供给义务兵役登记系统（Selective Service），而且仅限 17 至 26 岁的男性持照人，也只能用于义务兵役登记的事务。
所有新申请人和更新申请人都必须提供有效的社会安全号码。
你的申请会与 S2S、PDPS、SSOLV 和 SAVE 这几个系统进行核对。
完整的社会安全号码要写在申请数据表（application data form）上，除非你不符合申领条件。
你必须提供有效的社会安全号码，或者夹在有效外国护照里、仍在有效期内的美国公民及移民服务局（USCIS）I-94 入境记录。
要参加的考试
视力检查
侧向视野达到 140 度或以上，通过且不加任何限制；120 至 139 度会加上 F 限制；100 至 119 度会加上 F、V、G 和 X 限制；低于 100 度则不予发照——持续性复视同样不予发照。如果你没有通过工作人员做的视力检查，只接受由验光师或眼科医师出具的 Statement of Vision（视力状况证明）表。
联邦运输部（DOT）第 391 部规定：每只眼睛以及双眼同时的视力都要达到 20/40，戴不戴矫正镜片都可以；每只眼睛的视野要达到 70 度；并且能够辨认标准的红色、绿色和黄色交通信号灯。
路考
申请 O 类或 M 类许可时必须参加。
如果你现有的驾照没有限制标注，而你需要加上限制标注，也必须参加。
CDL 基本操控技能考试（Basic Control Skills）的合格标准是扣分不超过 12 分。
合格标准是扣分不超过 15 分，分数由路考用的平板自动算出。
天气不好不会取消考试：只要办事处开门，考试就照常进行，所以要做好在雪天开车的准备。
CDL 路考扣分达到 31 分或以上就算不合格。
笔试可以考几次
前三次考试之间要间隔一天，第四次之前要等 7 天，第六次则需要主管介入。第六次不合格之后，你必须完成经过认可的驾驶培训课程，或者从最后一次不合格算起等满 90 天。
O 类笔试没通过，当天不能再考一次。
同一类型的笔试十次不合格之后，你必须完成驾驶培训课程（CDL 笔试），或者从最后一次不合格算起等满 30 天。
前三次考试之间间隔一天，第四次之前等 7 天，第六次考试需要主管或驾照事务经理（Driver License Manager）给出指示。第六次不合格之后，你必须完成经过认可的驾驶培训课程，或者从最后一次不合格算起等满 90 天——工作人员可以缩短这些等待时间，但绝不会延长。
笔试六次不合格之后，你必须从最后一次考试算起等满 90 天，或者出示完成驾驶培训课程的证明。
笔试不合格，当天不能重考。
工作人员可以缩短两次笔试之间的等待时间，但绝不会延长；所以如果你是远道而来，可以申请提前重考。
如果没通过，最早也要第二天才能重考。

使用翻译
翻译人员可以在填写申请、视力检查、讲解路考指令以及解释路考成绩这几件事上帮你。笔试时你还可以使用外语词典（纸质的或电子的），前提是考官已经检查过里面没有夹带笔记。
拿着许可练车
练车时谁能坐在你旁边
一位年满 21 岁、持有内布拉斯加州或其他州现行有效驾照的司机，坐在你旁边的座位上。骑摩托车练习时，必须有一位持照摩托车驾驶人始终能看到你。
持校园许可（school permit）的人，只要有年满 21 岁的持照司机同行，任何时间都可以开车。
申请校园学习驾驶许可（school learner's permit）时，陪同的司机必须年满 21 岁，并持有内布拉斯加州或其他州现行有效的驾照。
必须有一位年满 21 岁的持照司机坐在你旁边的座位上；内布拉斯加州的驾照和其他州的驾照都可以。

谁陪你去
路考进行的时候，车里只能有考官和你——父母、配偶、朋友或翻译都不能同车。
在你持有学习驾驶许可（learner's permit）期间，必须有一位年满 21 岁、在内布拉斯加州或其他州持照的司机坐在你旁边的座位上。路考进行的时候，车里只有考官和你。
持校园许可的人可以从家里沿直达路线独自开车往返学校；只要有年满 21 岁的持照司机同行，任何时间都可以开车。
服务性动物——穿着背心的狗或小型马——可以在路考时同车。情感支持动物需要事先得到办事处主管的批准，也可能因为会分散注意力而被拒绝。
技能考试期间，车里只允许有考官和你。
考试用车和保险
如果两个刹车灯都缺失、损坏或不亮，路考就不会进行——会以车辆不合规为由取消；有一个刹车灯能亮就够了。考试途中车速表失灵，则是另一种当场不合格的情况。
考官会检查刹车灯：如果两个都缺失、损坏或不亮，考试会以车辆不合规为由取消。路考从不使用州里的车辆，所以要你自己带车来。
摩托车考试时，车上只能有你一个人。

在职考官持有有效的 O 类驾照，并且完成过防御性驾驶课程。
由局长指派的 DMV 工作人员为申请人进行考试。局长指派的驾驶安全课程教练，也可以为首次申请、被吊销或被注销的 O 类申请人进行考试。
