What it costs
A first license
$40 for the license plus a $5 transportation information system fee, $45 in total for a first class C license. An adult who goes through an instruction permit pays that twice, $90.

If you just arrived in the US
Your immigration status
Without permanent resident status, your credential is temporary and valid only for the period your immigration documents authorize. It carries an NR (non-resident) code in the class field, "LIMITED TERM" printed across the top, or both.
Foreign documents with no expiry date
Wyoming publishes no rule for a foreign license card that prints no expiry date. Whether you must take the knowledge and driving tests turns on whether you held a valid license in the two years before applying, and the examiner decides whether your card counts.
Your Social Security Number
Giving your number, and who may see it
Every applicant for a driver's license, instruction permit or ID gives their Social Security number; non-commercial applicants who do not have one submit a sworn affidavit, under penalty of perjury, stating so. The Department can send your information to the Commissioner of Social Security for matching.
Tests you take
Eye test
You need visual acuity of 20/40 with both eyes together, with or without corrective lenses. The screening can be done by an examiner, an optometrist or an ophthalmologist, dated within 12 months of your application.
The standard is 20/40 with both eyes, with or without correction, and a combined horizontal field of vision of at least 120 degrees — or at least 90 degrees in your other eye if you are blind in one. With acuity of 20/50 or worse you can still be issued a license with restrictions if you show you can drive safely.
If you fail the screening, a written vision statement from an optometrist or ophthalmologist, dated within the last three months and showing the acuity standard for your license class, can still get you approved. Wyoming states no waiting period before trying again and no limit on the number of attempts.
Drive test
A knowledge test and a vision screen are required for every applicant, but Wyoming law does not require a driving demonstration — whether you take one is the division's decision. The law contains no waiver of testing for a class C license.
Tries you get on the written test
If you fail, you can take the same written test only twice in one day. Wyoming publishes no lifetime limit on attempts, no waiting period between days, and no retake fee.
Practice questions for the written test
The manual's edition is from August 2021, produced by the WYDOT Driver Services Program, so it predates the 2024 WYDOT rules.
You can take practice tests at gowyld.driving-tests.org/wyoming, a third-party site reached through the Wyoming state library. It is the only preparation material the manual names besides the manual itself.
The manual covers only the basic requirements, and WYDOT itself states it cannot be used as an expression of the law.
The questions come from the Rules of the Road manual itself, so that manual is what you study.
Study the manual for your license class: Rules of the Road for Class C, the Heavy Vehicle Manual for commercial Classes A, B and C, and the Motorcycle manual for Class M. The written test covers the class you apply for plus seat-belt law and Wyoming-specific road law.
Practising with your permit
Who can sit with you while you practise
The permit lets you drive only when a person over 18, holding a valid license at least equivalent to the vehicle you are driving, is in the front passenger seat. The rule does not say whether an out-of-state or foreign license qualifies that person.
Your supervisor must be at least 18, hold a valid driver's license for the type or class of vehicle being driven, be fit and capable of taking control of it, and sit in the seat beside you.

What to bring to the drive test
Who comes with you
A licensed driver who is at least 18 must sit in the front passenger seat while you drive, and that person's license must cover the type of vehicle you are driving — a car-only license holder cannot supervise motorcycle practice. The manual states no separate rule for the skills test itself.
The car and its insurance
You must supply your own vehicle for the driving skills test — WYDOT provides none, and Wyoming publishes no rental or loaner alternative.
The test vehicle must be legally licensed, registered and insured, with seat belts for the driver and the front-seat passenger. Brakes and brake lights, head and tail lights, turn signals, horn, rearview and driver-side mirrors, doors that open from inside and outside, a windshield without vision-blocking cracks, working wipers, and tires that are not frayed or bulging must all be in good condition — a vehicle failing any of these can be rejected before the test begins.
The requirements attach to the vehicle, not to who owns it: it must be legally licensed, registered and insured, have seat belts for the driver and front-seat passenger, and be in good working condition, and you supply it yourself.

“Section 11. Examinations. (a) Vision Screening. Applicants for first-time and renewal driver’s licenses and instruction permits may be required to pass a vision screening when issued a license or permit. (C) Commercial drivers who do not meet the vision standards in this section shall have the CDL/CLP Intrastate Only (K) restriction imposed based upon the required vision screening or federal medical examiner’s certificate from a qualified national registry doctor. (D) Commercial drivers with monocular vision who do not meet the vision standards outlined in this section but comply with the Federal Motor Carrier Safety Administration’s (FMCSA) vision standard are eligible for interstate driving upon the Department’s receipt of a federal medical examiner’s certificate from a qualified national registry doctor that is valid for no more than 1 year from the date of issue of the certificate. (iii) Applicants with a visual acuity of 20/50 or worse, with or without correction, that demonstrate the ability to operate a motor vehicle safely, and the license is issued with the appropriate restrictions based upon the vision screening and driving skills test results. (iv) Applicants who previously failed the vision screening if they present a written vision statement from an optometrist or ophthalmologist dated within the last three months showing an acuity as outlined in immediately preceding paragraph (i) or (ii) with or without corrective lenses.”
