The short answer
A first Oklahoma license means passing a written test and a driving test, unless you transfer a non-commercial license from another state that has been expired six months or less.1, 2 Every failed written attempt puts a $4 fee on your account, and the total falls due when the license is issued.3 After a failed written test you wait at least one day to sit it again, and the online version can be used two times before you have to come in person.4, 5 Your vision is checked at the same appointment as the written test.6 The car you bring to the driving test needs a valid tag and current insurance that covers you as a driver.7, 8

Your immigration status
Oklahoma issues noncitizens a standard driver license with a shortened validity period that coincides with the expiration date of their immigration documents.10
Foreign documents with no expiry date
Service Oklahoma can waive parts of the exam for an applicant whose driving record meets Department of Public Safety standards and who surrenders a valid unexpired license issued by any state or country, or a non-commercial license expired no more than six months past the expiration date listed on it; the rules do not say how this applies to a license that shows no expiration date.11
If your license from another country shows no expiration date, the examiner enters an expiration date of 30 days from the processing date, and your driving record serves as proof of eligibility.12
If your license from another state has expired
An out-of-state non-commercial license expired for six months or less can be transferred without retesting. An expired commercial license or commercial permit cannot be transferred.2
If you have no license to transfer
If no testing waiver applies, an applicant for an original Class D license is examined on eyesight, reading and understanding highway signs, and knowledge of traffic laws, and must complete an actual driving demonstration.13
Documents you need
- Documents that are still validA U.S. passport, a passport from another country, or a credential from another state must be valid and not expired. An Oklahoma driver license or state ID card originally issued after November 1, 2007, is accepted if it has been expired no more than three years.14
Your Social Security Number
Giving your number, and who may see it
You must provide a Social Security number, but it does not appear on the license card, cannot be used as your driver license number, and any existing license that uses it is converted to a computer-generated alphanumeric ID.15
On driving records, the Social Security number is protected as personal information, along with photographs, fingerprints, signatures, addresses, and medical or disability details.16
Tests you take
Eye test
You only need to schedule a written test; the vision test is given automatically during that appointment.6
Drive test
A first-time applicant must pass a driving test to demonstrate ordinary and reasonable control of the motor vehicle.1
The examiner can cancel the test when they judge the roads slick or hazardous, and there is no published appeal or rebooking priority — a long winter drive to the test site can end in a wasted trip.19
Tries you get on the written test
If you fail, by law you must wait at least one day before testing again.4
There is no cap on how many times you can take the written exam, but only two attempts can be online; any further attempts are in person.5
Every failed attempt adds a $4 fee to your account, collected not when you fail but when your license is issued. Fail four times and you pay $16 extra on top of the $42.50 fee at the counter.3

Who can sit with you while you practise
A motorcycle learner permit holder under restriction A must receive instruction from a parent, legal guardian, or person at least 21 years old who holds a valid Oklahoma driver license with a motorcycle endorsement and maintains visual contact.21
A learner permit is valid only while a licensed driver who is at least 21 years old sits in the seat beside you.22

Who comes with you
No pets or additional people can be in the car with you and the examiner during the drive test.23
The car and its insurance
The examiner inspects your headlights, taillights, brake lights, turn signals, parking lights, plate lights, reflectors, rearview mirror, and a valid Oklahoma license plate, and all of them must be in good working order.24
The car brought to the driving test must have valid registration (tag) and current vehicle insurance on which the driver is not listed as an excluded driver.8
It must pass a vehicle inspection, have a valid tag, and carry current insurance on which you are not listed as an excluded driver — a borrowed relative's car fails the attempt if its policy excludes you. No pets or extra people can ride with you and the examiner.7
It needs a valid tag, a security verification form you can show, and proper mechanical condition.25
You must bring valid proof of auto liability insurance for the driving test.26
Only you and the examiner may be in it — pets and extra people are not allowed.27
The driving demonstration must be done in the type of vehicle that matches the license class you are applying for.28
Service Oklahoma does not provide test vehicles, so you bring your own. A family member's or friend's car is allowed if it is in proper working order, has a valid tag and insurance, and you are not listed as an excluded driver on its policy.29
