What it costs
A first license
A non-refundable $30 fingerprint fee plus a $32 licensing fee.
$52 for adults, and $39 for applicants 20 and under getting a provisional license. The fee is non-refundable.

If you just arrived in the US
Your immigration status
Non-U.S. citizens who show acceptable proof of lawful presence are issued a limited-term Class D license, which covers regular motor vehicles but not commercial vehicles or motorcycles.

Foreign documents with no expiry date
If your lawful presence document has no expiration date, your limited-term license is issued for one year from the date of issuance. Otherwise it expires on your lawful presence date or after five years, whichever comes sooner.
If you have no license to transfer
If you are 19 or older, you must complete a driver training course approved by the commissioner, or meet the alternative requirements in state law, even if you have driven for years — you cannot go straight to the tests. You must also be a Utah resident to be licensed.

Your Social Security Number
Giving your number, and who may see it
The division keeps your Social Security number — or, for Driving Privilege Card applicants, an IRS temporary identification number or another approved identifier — in its computerized records. The number is not printed on the license itself.
Since May 7, 2025, the license and ID card application is also where a voter requests a mailed ballot (a request renewed every eight years), and it collects the last four digits of your Social Security number as an alternate identifier for voting.
Tests you take
Eye test
You need 20/40 vision and a 90-degree field of side vision in at least one eye; the test is given on every application processed in a field office, and everyone 65 and older takes it with every license application. If you cannot meet the standard with or without glasses, you must present a statement from your eye doctor listing your vision conditions and any suggested restrictions.

Drive test
You must pass a driving skills test to be licensed for the first time.
Tries you get on the written test
You can take two written knowledge tests per day, if the division is able to run the testing. If you leave the office after a failed attempt, you must book a separate written re-test appointment to try again.
You can test twice in one day. After three failures, you must pay a second fee.
One fee covers three written attempts within 12 months. Your written test score stays valid for 18 months, and if you renew or let your permit expire you must retake the written knowledge test.
A failed written knowledge test is rebooked through a separate retake appointment, not through the general application booking.
If you fail the written knowledge test, you must schedule a retake appointment.

The official practice test is at dld.utah.gov — type the address, because imitator sites that do not end in .gov exist. The test questions are based on the handbook, which prints sample questions with answers at the back.

Practising with your permit
Who can sit with you while you practise
A licensed driver at least 21 years old must sit next to you.
The person sitting next to you must be a licensed parent, legal guardian, approved driving instructor, or the responsible adult who signed for financial responsibility. Passengers can be in the vehicle, and you must carry the permit with you.

What to bring to the drive test
Who comes with you
Only you and the examiner are allowed in the vehicle during the driving skills test.
A licensed driver at least 21 years old — or a parent, guardian, or spouse at least 18 — must come with you to the office. Their valid driver license must be shown, along with your permit or license certificate, valid vehicle registration, and valid insurance.
The person who comes with you cannot ride along during the test itself; only you and the examiner are allowed in the vehicle.
You must be accompanied to the office by a licensed driver who is at least 21, or by a parent, guardian, or spouse who is at least 18. Their valid driver license must be presented, along with your permit or license certificate, vehicle registration, and insurance.
The car and its insurance
Your test vehicle needs current registration shown on the rear plate (a front plate is not required after January 1, 2025), front and back turn signals, working brake lights, a working horn, tires with no bald spots, adequate brake pressure, a driver's window that rolls down, a fully unobstructed windshield, two rear-view mirrors with one outside on the driver's left, front doors that open from inside and outside, a permanently attached passenger seat, working seat belts, and a working emergency/parking brake. It must also be clean and free of unnecessary debris and odor.
You cannot use driver-assistance features such as parking assist or cruise control during the skills test.
The division will not run the skills test in conditions that could make driving unsafe — bad weather, or a vehicle that is unregistered or unsafe, such as a broken windshield or no seat belts.
A front license plate is not required after January 1, 2025; the test vehicle needs current registration shown on the rear plate only.
You provide the vehicle for the driving skills test, and it must be properly registered and meet vehicle safety laws, including working seat belts. It can be rejected if its condition could harm the examiner's person or clothes.
You supply the vehicle, and it must be registered, clean, free of unnecessary debris and odor, and safe to drive.
