你的家必须安在得克萨斯州。得克萨斯州法律规定，没有在本州建立住所（domicile）的人，发证部门不能给他发身份证明证件（identification certificate）。法律没有为这张卡设最低年龄。法律规定，持卡人不满 21 岁时，卡面必须标注 “UNDER 21”。
