No—you cannot use only the downloaded approval notice for the unrestricted SSN card; use a physical or temporary I-551, update your employer as an LPR through with a document you choose, and have your school record , not Complete.
“My family-based AOS was approved two weeks ago, and I am currently on F1-OPT. Can I get an unrestricted SSN using just the downloaded approval notice, or do I need the physical Green Card? Also, how should I update my status with my OPT employer given my GC is conditional, and should I ask my school's international office to terminate or complete my SEVIS record?”
Summary
Your approval moved you out of the F-1/OPT framework and into conditional permanent residence; “conditional” does not make your two-year Green Card a lesser Form I-9 document. The remaining work is administrative and can be handled in a clear order.
Your SSN route depends on whether you requested a card on Form I-485 and whether you urgently need proof before the physical Green Card arrives.
If you requested an SSN card on Form I-485, USCIS sends the information to SSA and SSA automatically issues a replacement without a restrictive legend. It should arrive no later than 14 days after you receive the Green Card; contact SSA after that window if it has not arrived.
If you did not request the card on Form I-485, start a free replacement request at https://www.ssa.gov/number-card/replace-card and visit the SSA office or Card Center within 45 days with the original physical Form I-551. The I-551 proves both identity and LPR status.
SSA accepts a currently valid . If you cannot wait for the card, request a USCIS appointment for proof of status through https://www.uscis.gov/contactcenter or call 800-375-5283 (TTY 800-767-1833), then use the temporary I-551 at SSA.
The downloaded I-797 approval is not one of SSA’s listed I-551 documents and does not satisfy the standard original-document route by itself. Do not rely on it alone for an unrestricted replacement card.
SSA’s stated 14-day delivery window runs from receipt of the Form I-551, not from the AOS approval date.

Watch out for
Next steps
These steps close your F-1/OPT records and replace temporary work evidence with permanent-resident evidence without waiting unnecessarily.
Before starting a second SSA request
Check whether you requested an SSN card on Form I-485
If you requested the card on Form I-485, SSA should automatically mail a replacement without a restriction legend to that address no later than 14 days after you receive the physical Green Card. If it has not arrived after that point, start the replacement process at https://www.ssa.gov/number-card/replace-card.
Requirements
Now
Send the AOS approval notice to your school DSO
Ask the international office to confirm that the active record is terminated with the reason because USCIS approved adjustment to permanent residence. Do not ask it to mark the record Complete; DHS reserves that outcome for finishing the program or post-completion practical training followed by the grace period. SEVIS may receive the approval through its CLAIMS interface, but the DSO should confirm the recorded reason.
Requirements
Before the earlier I-9 expiration date
Notify HR that you are a lawful permanent resident
Tell HR that adjustment was approved and ask it to use , not demand a new Green Card specifically. USCIS requires reverification by the earlier of the work-authorization date in Section 1 or the List A/List C document expiration in Section 2. You choose the evidence: the physical conditional Form I-551 is List A; a valid temporary I-551 is temporary List A evidence; or the is List C. The downloaded approval notice is a status notification, not the document to record for reverification.
Requirements
After I-551 evidence is available
Apply for the unrestricted replacement card if needed
Start at https://www.ssa.gov/number-card/replace-card. The replacement is free. Complete the required office visit within 45 days and present the original current I-551 evidence; SSA will not accept ordinary photocopies or notarized copies. If urgent before the card arrives, request a proof-of-status appointment through https://www.uscis.gov/contactcenter or call 800-375-5283 (TTY 800-767-1833) and ask about temporary I-551 evidence.
Requirements
As soon as the Green Card arrives
Calendar the Form I-751 filing window
Set reminders for the opening and closing of the 90-day period immediately before the conditional card expires. That is the ordinary joint-filing window for Form I-751; do not try to renew the conditional Green Card instead. If joint filing later becomes impossible, USCIS lists separate waiver grounds, so the joint-filing rule should not be assumed to be the only possible route.

SSA POMS RM 10205.700
An SSN request made through Form I-485 produces an automatic replacement card without the work-restriction legend.
Enumeration-Beyond-Entry process
After SSA receives the enumeration data via the EBE interface, the enumeration system automatically assigns an original SSN or issues a replacement SSN card, as appropriate. SSN cards issued to Permanent Resident Status applicants and naturalized applicants will not have a legend.
SSA Enumeration Beyond Entry — Form I-485
SSA states the automatic replacement-card delivery window for an approved I-485 request.
Form I-485
If USCIS approves your application for LPR status, we will mail your SSN card or replacement card to the address listed on your application. You should receive your SSN card no later than 14 days after you receive your Permanent Resident Card/Form I-551/ “Green Card” from USCIS.
Form I-9 Instructions
The Form I-9 instructions set the reverification deadline and preserve the employee’s choice of List A or List C evidence.
Page 5, Reverification and Rehire
When reverification is required, you must reverify the employee by the earlier of the employment authorization expiration date stated in Section 1 (if any), or the expiration date of the List A or List C employment authorization documentation recorded in Section 2. For reverification, employees must present acceptable documentation from either List A or List C showing their continuing authorization to work in the United States. You must allow employees to choose which acceptable documentation to present for reverification. Employees are not required to show the same type of document they presented previously.
USCIS M-274 § 7.1
A conditional two-year Green Card is an ordinary physical I-551 for I-9 purposes and is not reverified merely because the card expires.
Physical Form I-551 documents
Forms I-551 may have: A two-year expiration date. Reverification is never required when any of the documents listed above in this section expire.
USCIS M-274 § 6.1
An unrestricted SSN card is valid List C evidence for reverification, while a restricted card is not.
Reverification for current employees
The employee must present a document that shows current employment authorization, such as any documentation from List A or C, including an unrestricted Social Security card. You must reject a restricted Social Security card and ask the employee to provide a different document from List A or C.
USCIS Conditional Permanent Residence guidance
USCIS confirms the two-year conditional card and the deadline to petition to remove conditions.
A conditional permanent resident receives a Green Card valid for two years. To remove the conditions on your permanent resident status, you must file a petition within the 90-day period before your conditional Green Card expires.
SEVIS Help Hub — Termination Reasons
DHS specifies the SEVIS termination reason for an F-1 student whose adjustment to permanent residence is approved.
Change of Status Approved
Change of Status Approved. USCIS approved the student’s adjustment of status to Permanent Residency. Note: SEVIS will note this termination reason when the CLAIMS interface indicates USCIS approved a student’s change of status or adjustment of status application.
SEVIS Help Hub — Complete Student Status
DHS distinguishes ordinary SEVIS completion after finishing study or OPT from the adjustment-approval termination reason.
When F-1 or M-1 students finish their programs of study and/or post-completion practical training (employment), they have a grace period during which they can do the following: SEVIS auto-completes the student’s record after the appropriate grace period has passed.
USCIS Contact Center
USCIS provides the current appointment route for someone who needs temporary proof of immigration status.
Appointments
You may request an appointment online or you may call the Contact Center at 800-375-5283 (TTY 800-767-1833). Depending on your situation, you may not need to visit an office in person if you need proof of your immigration status or have been granted permanent residence by an Immigration Judge.
SSA Replace Social Security Card
SSA does not charge for the replacement-card request.
You can request a free replacement card.
