No, a foreign ID by itself is not enough; your qualifying foreign passport or photo ID can identify you, but a U.S.-formed business account also needs company information and a taxpayer number.

You do not automatically need a U.S. driver’s license or Social Security number to identify yourself as a non-U.S. account applicant. The practical hurdle is showing the bank the other information it requires—and, for a company account, identifying the company as well as yourself.
The documents depend on whether the account will belong to you personally, to a business you operate in your own name, or to a separately formed company.
As a non-U.S. individual, you may provide a foreign passport number and its issuing country, or another qualifying government-issued photo ID number and issuing country, instead of a U.S. taxpayer number under the federal bank-identification rule.
