Your denials do not mean an ITIN prevents you from building credit. They mean you should identify the exact underwriting or identity issue first, then make one targeted application through a route that expressly accommodates an ITIN or another government ID.
After you identify and correct the reason for the denials, you have several distinct routes rather than one universal “ITIN card.”
Chase says people over 18 with a U.S. mailing address may apply using either an SSN or ITIN. Freedom Rise is intended to establish credit; Chase says having at least $250 in a Chase checking or savings account increases approval chances, and the product page lists a $0 annual fee. Approval is not guaranteed. [1][2]
Zolve advertises an application without an SSN and no annual fee, subject to eligibility and credit approval. The current U.S. agreement says the card is issued by The Continental Bank, accepts an SSN “or other government identification number,” charges no annual fee, and authorizes account information to be disclosed to credit bureaus. The U.S. bank agreement—not the separate Canadian issuer disclosure—governs this U.S. route. [3][4]
Capital One says several of its cards may be available with an ITIN. Because you were already denied, use its ITIN-compatible preapproval page rather than submitting another blind application: preapproval does not affect your credit scores, but a full application causes a and can still be denied. If you are already the primary holder of a directly issued foreign American Express card, have held it for at least three months, and the account is open and in good standing, you can use Global Card Transfer. AmEx asks for a U.S. address, phone and bank details, passport, employment details, and an SSN or ITIN. [7]
A trusted AmEx cardholder can request an additional card for you using your legal name, address, birth date, and ITIN. This gives you card access, but it is not your own account, the primary holder remains responsible, and the fetched AmEx terms do not establish that it will build your credit; issuers are not universally required to report activity. Self’s Credit Builder Account requires the borrower to be a U.S. citizen or permanent resident and have a valid SSN, so that product does not fit an international student with only an ITIN. OpenSky’s “no credit check” application still refers to a valid SSN and identity verification and never promises ITIN acceptance. [14][15]
An ITIN makes some applications possible, but every own-account route remains subject to identity verification, , and the issuer’s underwriting. [10][11]

For each completed application, the issuer generally must notify you within 30 days. If a notice does not give specific reasons but offers them on request, use the address or telephone number printed on that notice and request the reasons within 60 days; the rule gives the creditor 30 days to provide them. AmEx permits an Additional Card Member to be added with an ITIN, while the primary holder remains liable.
You need the Additional Card Member’s legal name, address, date of birth, and Social Security Number (SSN) or International Tax Identification Number (ITIN) to request to add them to your account as an Additional Card Member. You will remain responsible for all purchases made on both your Card and the Additional Card Members’ Card.
Capital One authorized-user guidance
Authorized-user status builds credit only when the issuer reports that activity.
Credit card issuers aren’t required to report an authorized user’s activity to the three major credit bureaus. Capital One does, but there’s no guarantee that another card issuer will. If they do, the account will appear on the authorized user’s credit report and will impact their credit. If the information isn’t reported, it can’t affect an authorized user’s credit at all.

Tell you about your right to get a free copy of your credit report from the credit reporting company that provided it within 60 days of your adverse action notice.
OpenSky Secured Card Application
OpenSky’s no-credit-check claim does not remove its SSN, residence, identity, and ability-to-pay conditions.

Pre-Approved means that you have met the initial criteria for this credit card; however, your application may be rejected if any of the following apply: You are a non-United States resident; the social security number you provide is invalid or we are unable to verify your identity under federal law; you are under 18 years old; your monthly expenses are greater than your monthly income; you lack sufficient income or assets to pay the monthly payment required for this card; you have two or more open credit card accounts with Capital Bank; or your account history on any current or previous relationship with Capital Bank is not in good standing.
Self Credit Builder Account eligibility
Self’s Credit Builder Account is not available to an ITIN-only international student.
Individual borrowers must be a U.S. Citizen or permanent resident and at least 18 years old. Valid bank account and Social Security Number are required.
