Your answer forks: fix the denial cause first, then use Zolve if you have F-1 documents, Chase Freedom Rise if you fit its process, or an Amex transfer or Additional Card route if available.
“I am an international student with an ITIN and I'm stuck trying to get my first credit card. I was denied by Wells Fargo (where I have an account), Citibank secured, and Capital One secured, despite showing documents and bank statements. I also got errors trying OpenSky and Self. What are my best options to get a starter credit card and build credit with an ITIN?”
Resumen
An ITIN can be used for some card routes, but it never guarantees approval. Your three denials make the written reasons—not another random application—the most important starting point.
After you identify and correct the reason for the denials, your best route depends on your student documents, age, and whether someone can add you to an existing account.
If you have an F-1 visa, passport, and Form I-20, this is the closest fit found for your profile. Zolve says an F-1 student can apply with those documents without an SSN, no U.S. credit history is required, the annual fee is $0, and it reports to all three credit bureaus; approval still depends on eligibility and credit review. [Zolve International Student Guide, 2026-06-29; Zolve Credit Card page]
If you are over 18, have a U.S. mailing address, and can apply with your ITIN, Chase’s general application guidance permits that combination. Freedom Rise has a $0 annual fee and is designed to establish credit; Chase says having at least $250 in Chase checking or savings increases approval chances, though its card page warns that additional verification documents may be requested. [Chase Application Guide; Chase Freedom Rise page]
If a trusted person with an American Express account will add you, they can use your legal name, address, birth date, and ITIN. Amex says it provides credit information for an Additional Card Member who is at least 18 and builds only positive history based on the Basic Card Member’s behavior. [American Express Additional Card Member FAQ]
If you already are the primary holder of a foreign card issued by American Express, have held it for at least three months, and it is in good standing, apply through Global Card Transfer using your existing account details, U.S. address and bank details, passport, employment details, and ITIN. Personal-card applications are also accepted by phone at 877-621-2639, 8:00 a.m.–11:00 p.m. Eastern daily. [American Express Global Card Transfer]
Do not submit another blind secured-card application. After fixing the stated denial reason, use Capital One preapproval with your ITIN; it uses a , while moving forward with an offer produces a . [Capital One Preapproval, 2026-08-04]
OpenSky looks attractive because it has no traditional credit check and reports to all three bureaus, but you already encountered an application error and its fetched official pages do not state ITIN eligibility. Treat it as unavailable for now rather than repeatedly resubmitting; its standard secured card also requires at least $200 and has a $35 annual fee. [OpenSky Secured Visa page]
Self’s published borrower requirements say an individual borrower must be a U.S. citizen or permanent resident and must have an SSN and valid bank account. That rules out its Credit Builder Account loan for an ITIN-only international student; the separate card’s ITIN eligibility was not established by the fetched page. [Self support, 2025-02-18]
No route guarantees approval: issuers must assess ability to pay, and they may consider immigration status. [12 CFR 1026.51(a); 12 CFR 1002.6(b)(7)]

Chase Credit Card Application Guide
Chase’s application guidance treats an ITIN as an acceptable taxpayer number for an adult U.S. resident with a mailing address.
Credit card applications are open to U.S. residents — in other words, people with a mailing address in the U.S. who are over 18 and either have a Social Security Number (SSN) or Individual Taxpayer Identification Number (ITIN).
Chase Freedom Rise page
Freedom Rise is a no-annual-fee starter card, and a $250 Chase deposit-account balance improves approval chances.
With Chase Freedom Rise, you can establish credit and earn 1.5% cash back on all purchases. Having at least $250 in Chase checking or savings accounts increases your chances of being approved.
Capital One Preapproval
Capital One allows an ITIN in preapproval and says the check itself does not affect credit scores.
Date of birth, plus Social Security number (SSN) or Individual Taxpayer Identification Number (ITIN) Capital One pre-approval uses a soft credit check, which won’t affect your credit scores. But if you move forward with the application, there will be a hard inquiry on your credit report.
American Express Global Card Transfer
An eligible existing foreign Amex primary cardholder can use Global Card Transfer with an ITIN.
To be eligible for a new Card in the U.S., your existing Card must be issued by American Express, you must be the primary Cardholder, and have held the Card for at least 3 months. Your Card Account must be open and in good standing at the time you apply for a new Card in the U.S. Please have your existing Account details, U.S. home address, U.S. home phone number, U.S. bank details, passport details, employment details, and Social Security Number or Individual Taxpayer Identification Number available.
American Express Additional Card Member FAQ
Amex accepts an ITIN when adding an Additional Card Member and reports information once that member is at least 18.
You need the Additional Card Member’s legal name, address, date of birth, and Social Security Number (SSN) or International Tax Identification Number (ITIN) to request to add them to your account as an Additional Card Member. Credit information will be provided to the credit bureau for the Additional Card Member when they are 18 or older.
OpenSky Secured Visa page
OpenSky avoids a traditional credit check but still requires approval and a refundable deposit.
The beauty of the opensky secured credit card is that you can open an account without undergoing a traditional credit check. A secured credit card requires a one-time refundable security deposit to open and is equal to your credit limit. All applications are subject to approval.
Self Eligibility Support
Self’s published borrower route is not available to an ITIN-only nonresident student.
Individual borrowers must be a U.S. Citizen or permanent resident and at least 18 years old. Valid bank account and Social Security Number are required.
CFPB Credit Score Guidance
Paying on time and controlling the balance relative to the limit are credit-building factors.
