Although MPOWER advertises no co-signer and no collateral, it currently says it cannot offer new loans for 2026. You can join its waitlist, but it is not an immediate funding source (MPOWER Financing).
F-1 status alone does not make you an for federal Title IV aid: the 2026–27 Federal Student Aid Handbook expressly lists F-1 student visas among ineligible nonimmigrant categories (Federal Student Aid Handbook, updated 2026-08-17).
Ascent states that international students attending U.S. universities must have a creditworthy co-signer, who must be a U.S. citizen or permanent resident. It therefore does not solve your no-U.S.-cosigner problem (Ascent international-student loan page).

Texas College Access Loan Program
CAL can avoid a co-signer only when the student satisfies its Texas-residency and credit requirements.
Be classified by the institution as a Texas resident. Receive a favorable credit evaluation or provide a cosigner who has good credit standing and meets other requirements. Be a U.S. citizen or a permanent U.S. resident and reside in the U.S. or in a U.S. territory. Interest is currently a fixed annual rate of 6.30%.
