If your NRO account is at HDFC, use the dedicated NRO outward-remittance page and upload the requested , where applicable, and purpose declaration. HDFC’s fetched public card dated August 28, 2026 showed a USD of INR 97.18 for transactions up to INR 20 lakh, but that is only a dated benchmark—not today’s locked NRO quote. Form 146 is the accountant’s certificate for the taxable-over-₹5-lakh Part C route and must precede the remittance.
Purpose; Frequency and Due Dates
Form No. 146 is an Accountant's certificate required for payment to be made to a non- resident (not being a Company) or to a foreign company, which is taxable and if the payment / aggregate of such payments exceed ₹ 5 Lakh in the tax year and a certificate from the Assessing Officer u/s 395(1) / 395(2) of the Income-tax Act is not obtained. The validity of the exchange rate is 2 working days from the time of transaction initiation (except in case of transactions under discrepancy). Post 2 working days from transaction initiation, the confirmed exchange rate will not apply and the transaction will be completed at the prevailing exchange rate on the date of processing the transaction request.
