Assuming this was a **Form 1040 Married Filing Jointly** and your spouse's W-7 was attached to the return, what you're seeing sounds consistent with the normal ITIN process. The IRS doesn't process the tax return at the same time as the W-7. **The ITIN is processed first**, and once it is assigned, the IRS adds the ITIN to the attached return and forwards the return for processing.
