If you’re correcting your existing name—not adopting a new legal name—you do not need a court order, and your matching updated passport and I-20 can support the correction.
“I need to update my name on my SSN after renewing my passport to correctly split my first and last names (removing FNU). Do I really need a court order to do this, or are my updated passport and I-20 enough for the SSA?”
Summary
For F-1 and M-1 students, SSA specifically treats the name on Form I-20 as the legal name. Your passport and matching I-20 can support the corrected name, but they are not necessarily the entire application packet: bring the identity and immigration evidence below.
The deciding issue is whether you are correcting the recorded version of your existing name or actually adopting a different legal name.
Request a name correction if you are fixing the way your existing name was recorded. For F-1 and M-1 students, SSA considers the I-20 name the legal name; its correction rule requires legal-name and identity evidence, not a legal name-change event. Your matching renewed passport and I-20 can support this route without a court order. (SSA POMS RM 10212.001B.2; RM 10212.150A and C.)
Give your renewed passport to your school’s and request correction of the surname and given-name fields in , followed by an updated I-20. Then use that I-20 for the SSA correction request. DHS provides a school-record update and I-20 reprinting process; SSA specifically relies on the I-20 name for students. (DHS, Personal Information; SSA POMS RM 10212.001B.2.)
If this is a new legal name rather than a correction of FNU or misplaced name fields, SSA requires acceptable evidence of a legal name-change event. A court order is one recognized event, but SSA also recognizes events such as marriage and divorce; the supporting document depends on what actually happened. Do not assume passport renewal alone replaces that evidence. (SSA POMS RM 10212.150A; RM 10212.010.)
These routes address name evidence; SSA separately requires identity and applicable immigration evidence.

Next steps
Prepare a correction request that establishes the requested name and your identity without treating passport renewal as an automatic court-order case.
Only if your I-20 still shows the old name
Get your I-20 corrected if necessary
Give your renewed passport to your school’s DSO and request correction of the surname and given-name fields in SEVIS and a reprinted I-20. DHS places a 21-day personal-information update obligation on the DSO; that is not an SSA filing deadline for you. (DHS SEVIS Help Hub, Personal Information.)
Requirements
Before the SSA appointment
Gather your identity and immigration evidence
Bring your passport, corrected I-20, and current immigration evidence. For F-1 students, SSA’s employment-evidence list includes a DSO letter plus a recent payslip or employer letter for on-campus work, an employment-endorsed I-20 for curricular practical training, and a valid I-766 for optional practical training. A valid I-766 can establish immigration status and employment authorization without an I-94 or I-20; still bring your corrected I-20 for the student-name request. The fresh-letter question for an existing-card correction remains unresolved above. Use originals or issuer-certified documents, not ordinary photocopies or notarized copies. (Form SS-5, pages 1–2; SSA POMS RM 10211.240.)
Requirements
No application fee
Complete Form SS-5 for a corrected card
Use https://www.ssa.gov/forms/ss-5.pdf. Enter your corrected name in item 1, your existing SSN in item 2, and the name on your most recent card in item 12; complete and sign the application. The application is free. (Form SS-5, pages 1 and 5.)
Requirements
Attend an SSA appointment and request a name correction
Call 1-800-772-1213, Monday–Friday, 8 a.m.–7 p.m. local time, and request an appointment for a corrected Social Security card. Explain: “I’m correcting how my existing name is recorded, including removal of FNU; my updated I-20 and passport show the requested name.” If a court order is requested, ask the representative to review the correction rule in RM 10212.150A and C and the student-name rule in RM 10212.001B.2, with a supervisor if needed. This request is appropriate only if it is genuinely a correction, not an actual legal name change.

SSA POMS RM 10212.150
SSA distinguishes a correction from a legal name change and requires legal-name and identity evidence for the correction.
A, name-correction definition; C
does not require a name change event to have taken place because the Numident does not show a prior legal name, To process a name correction you must establish the applicant’s legal name and obtain evidence of identity.
SSA POMS RM 10212.001
For F-1 and M-1 students, the I-20 establishes the name SSA uses, with a rule allowing reconcilable document-name differences.
B.2; Name on immigration document and other evidence for an SSN are different
NOTE: For foreign students (F-1 and M-1) consider the name on Form I-20 the legal name. When the name shown on the immigration document differs from the name shown on other evidence submitted for an SSN, process the SSN in the name on the immigration document as long as the name can be derived from the other evidence (e.g., foreign passport). If the required documents show clearly different names, do not accept the evidence to process the SSN application.
SSA POMS RM 10205.130
SSA has an express rule for omitting FNU when the applicant has only one name.
B
If the individual has a single name and the immigration document shows FNU (First Name Unknown) or other acronym indicating the person does not have a first name, process the SSN in the applicant’s single name.
SSA POMS RM 10212.010
An actual legal name change follows an event-specific evidence rule rather than the correction rule.

Form SS-5 is free, and SSA requires original or issuer-certified evidence rather than ordinary or notarized copies.

Applying for a Social Security Card is free! We can only accept original documents or documents certified by the custodian of the original record. Notarized copies or photocopies which have not been certified by the custodian of the record are not acceptable.

A noncitizen’s correction packet needs identity and immigration evidence, not just documents displaying the requested name.
Page 2, Evidence of Identity and Evidence of Immigration Status
If you are not a U.S. citizen, we must see your current U.S. immigration document(s) and your foreign passport with biographical information or photograph. You must provide a current unexpired document issued to you by the Department of Homeland Security (DHS) showing your immigration status, such as Form I-551, I-94, or I-766. If you are an international student or exchange visitor, you may need to provide additional documents, such as Form I-20, DS-2019, or a letter authorizing employment from your school and employer (F-1) or sponsor (J-1).
SSA POMS RM 10211.240
SSA lists F-1 employment evidence and expressly permits a valid EAD to establish immigration status and employment authorization.
A; B, employment-evidence table
In addition, SSA requires F-1 students to submit verification of employment status. EXCEPTION: If the F-1 student has a currently valid Employment Authorization Document (EAD) such as an I-766, the EAD is sufficient evidence of immigration status and employment authorization, even in the absence of an I-94 and an I-20. The DSO sometimes completes page 2 of the I-20 showing approval for OPT, but an EAD from DHS is also required.
DHS SEVIS Help Hub: Personal Information
Your school can update the student record and print an updated I-20; the 21-day update obligation belongs to the DSO.
Update Personal Information; Print Form I-20
DSOs are required to update this information in SEVIS within 21 days of the change. Click **Print I-20** to print an updated copy of the COE (Form I-20). Give the printed copy to the student for his/her records.
