Your exact plan will not meet the published Bank of America, Chase, or Amex address rules, even though opening some U.S. accounts without an SSN or ITIN is legally possible.

I'm a French resident planning a short trip to Washington D.C., and I want to set up a US bank account and use Amex Global Transfer without an SSN or ITIN. My plan is to get a Tello eSIM, open a checking account in a branch using my passport and French proof of address, and use a friend's US address for mail. Will this work, and which banks in D.C. are best for non-residents opening an account in person?

Summary

The missing SSN/ITIN is not the main barrier: federal rules permit passport identification, and Bank of America expressly publishes a no-U.S.-TIN route. The manageable issue is truthful U.S.-address evidence; without it, postpone the bank and Amex applications rather than misstate where you live.

Your routes depend on whether you can truthfully document a U.S. physical address and whether you already hold an eligible Amex card.

Bank of America with real U.S. proofbest fit

This is the best-documented D.C. option. Bank of America requires a physical U.S. address, both foreign and U.S. addresses, two IDs, and an , but says a U.S. TIN/ITIN is not required unless one has been issued. Its U.S.-address list includes a current utility bill with your name and address or a genuine rental agreement; ordinary mail at your friend's home is not listed.

Chase with friend-only mailaddress fails

Chase requires a U.S.-address document showing both your name and the address so it can connect you to the property. French address proof plus mail at a friend's home does not meet that published condition.

Amex during this short visitnot a move

can use passport details instead of an SSN/ITIN, but the U.S. route is for a move and requires a U.S. home address, U.S. home phone, and U.S. bank details. Your short visit and friend's mailing address do not satisfy the published home-address requirement.

Amex after a genuine movelater move

This becomes viable after a real move if you have the required U.S. home and bank details and are the primary holder of an Amex-issued card held for at least three months, with the account open and in good standing. Amex lists passport details, an SSN, or an ITIN as alternatives.

A passport can replace a U.S. tax ID under the federal identification rule, but each bank may impose stricter requirements.

Watch out for

Mailing address is not residenceGive the bank your real French residential street address. Under 31 CFR 1020.220(a)(2)(i)(A), another contact person's address is the fallback only when you have no residential or business street address; use your friend's address only as a separately disclosed mailing address if the bank permits it.
Federal permission is not approvalThe federal rule permits a non-U.S. person to use passport number and country of issuance instead of an SSN/ITIN, but banks must apply risk-based identity verification. No branch is required to approve you.
Do not use an ITIN as a shortcutThe IRS says an ITIN requires a federal tax purpose and ineligibility for an SSN. A bank account alone is not one of the purposes listed on the cited IRS page, and an ITIN does not authorize work or change immigration status.
