I just got my ITIN and want to build US credit. I plan to use my cousin's Houston address, have him add me as an authorized user on his Capital One and Amex cards, and open a cell phone plan with my ITIN to get a bill in my name for proof of address. After 1-2 months, I want to open a Capital One 360 checking account and apply for a secured credit card. Are there any flaws in this plan?

You do not need to manufacture a phone bill or wait blindly for one or two months. The Amex authorized-user route expressly accepts an ITIN, and Capital One publishes both an ITIN card route and a no-score-impact pre-approval tool; the manageable part is using truthful identity/address information and the bank route that fits your actual status.

Capital One 360 routestrict eligibility

This works only if you are at least 18, are a U.S. citizen or , Houston is your real U.S. physical address, you have a U.S. mobile number and ITIN/SSN, and you have a linked account at a U.S.-chartered bank. Those are Capital One’s published 360 Checking conditions—not general federal rules.

Bring both addresses, two IDs, your foreign tax number, and your ITIN because one has been issued; its page lists a current utility bill or rental agreement among possible U.S.-address documents.

If Houston is merely a mail drop while you have another residential or business street address, do not use the Houston address as your residence. The contact-person carve-out in 31 CFR 1020.220 applies only when an individual has no residential or business street address, and it does not override Capital One’s stricter U.S.-physical-address and citizenship/LPR conditions.

Your ITIN does not answer either question; the IRS says it is a federal tax number only.

Watch out for

A bill does not make an address yoursIf Houston is only your cousin’s mail address, do not present it as your home or business address. Under 31 CFR 1020.220(a)(2)(i)(A), a bank ordinarily collects your residential or business street address; a relative’s/contact person’s address is the narrow fallback only when you have no residential or business street address at all. A phone bill sent there does not change which address category is true.
360 Checking is a narrow cohortAn is not enough for Capital One 360 Checking. Its agreement requires you to be at least 18, be a U.S. citizen or , have a U.S. physical address and U.S. mobile number, provide an SSN or ITIN, and use a linked account at a U.S.-chartered bank.

A phone plan is not a credit shortcutThe CFPB says most utilities do not send on-time payment history to the three big s, while an unpaid bill sent to collections can appear. Open phone service only if you actually need it and can truthfully use the service address—not to manufacture residence or assume it will build credit.
One or two months is not a reliable score deadlineA valid generally requires at least one account on the credit file that has been open for six months or more and at least one account reported within the past six months. An old authorized-user account might affect that result, but the fetched issuer sources do not say what opening date will appear on your file or when the first report will arrive.
Capital One’s SSN and ITIN pages look differentCapital One’s generic credit-card FAQ lists an SSN and physical address, but its newer, ITIN-specific page dated April 30, 2026 expressly discusses applying for Capital One cards with an ITIN. Use Capital One’s no-score-impact pre-approval flow rather than assuming either approval or denial from the generic FAQ.
The security deposit has a short deadlineIf Capital One approves Platinum Secured, the assigned minimum deposit is $49, $99, or $200 for a credit line of at least $200. The full assigned deposit must arrive within 35 days by electronic transfer from a bank account; cash and checks are not accepted.

If Houston is not your physical address, neither published route is fixed by putting your name on a phone bill.

For Amex, your cousin can request an Additional Card Member using your legal name, true address, birth date, and ITIN; Amex reports only when you are 18 or older. Capital One reports authorized users, but its guide says an SSN is typically requested; if its flow does not accept your actual ITIN-only profile, do not enter another person’s SSN or invented data.

Order all three reports free at https://www.annualcreditreport.com or call 1-877-322-8228. The FTC says each bureau’s report is available once a week for free; look for the Amex and Capital One accounts under your own identity. Do not treat one or two months as a guaranteed date because the normal scoring minimum includes an account open for at least six months.
