Summary
An Informed Delivery image is not proof of delivery—USPS says the letter may arrive several days later. If it does not, a replacement is free, and SSA says the completed replacement is mailed in 5–10 business days.
After allowing USPS several days, you have two SSA replacement routes: online if SSA offers it for your situation, or an office appointment if it does not.
Open https://www.ssa.gov/number-card/replace-card and select ‘Get started.’ SSA says online filing is available depending on your situation and calls this the fastest way to begin. Use your full name with the mailing address formatted as your friend.

Do not treat the preview as same-day delivery confirmation. USPS expressly says mail may arrive several days after the notification; wait those several days while your friend checks the normal mail at that address.
