You should have DPS scan your I-797C with your I-94 as pending-extension evidence and act on the returned SAVE response, but the receipt alone cannot compel license issuance or expedited verification.
“I am on a TD visa and filed an I-539 extension. I have a valid I-797C receipt notice, but my Texas driver's license expires in a week. The local DPS supervisor told me the system doesn't accept an I-797C as a valid document for lawful presence, and the SAVE check said 'Returned to Agency'. How do I get Texas DPS to accept my I-797C receipt and push the verification through?”
Summary
The supervisor is right that the receipt is not proof of granted status, but a categorical refusal to submit it is inconsistent with DPS’s posted pending-extension guidance. Your application may simply be on hold, and the response is now with DPS—not stuck inside SAVE.
Your I-797C belongs in the evidence packet, but the next route depends on the response that SAVE already returned to DPS.
Ask DPS to continue the held renewal application. The current DPS guide says that, once verifies lawful presence and you satisfy the other licensing requirements and fees, the application continues and DPS issues the card. (Texas DPS DL-62, Rev. 3-2026.)

A limited-term renewal is handled in person. Ask the License Permit Specialist to scan the I-94 and I-797C into your existing SAVE case as a pending-extension packet. Show the specialist page 3 of DPS’s posted Verifying Lawful Presence guide: for a pending extension, it calls for immigration documentation with an alien or I-94 number and says an expired document or I-94 may be accompanied by Form I-797 showing the pending extension. The March 2026 DL-62 also says the acceptable-document list is not complete. This requests acceptance for verification; it does not demand immediate issuance.

If it says Institute Additional Verification, please initiate it; if it says Resubmit Docs, please identify and submit the required documents; if verified, please continue my held renewal.” DPS says online responses usually take four to five working days.

Count 90 days from the driver-license application date. DPS may require a new application and an additional fee after that deadline, so follow every document request promptly and contact the central office before the deadline if the case remains held. SAVE cannot be rushed; DPS publishes 10–13 business days after a second-stage submission and up to 25 additional business days after a third-stage submission. Because no official automatic license extension was established, do not assume the pending verification makes the expired card valid.

What does it mean if I am not verified and my card is not issued?

Helpful Tips; Verification Stages
Is it possible to request a “rush” on a SAVE verification? No. SAVE does not allow for expedited verification requests. Once you submit your driver license or identification card application, you have 90 days to complete all of the requirements, such as SAVE verification and any written or driving tests. After 90 days, we may require you to resubmit your application and pay an additional fee.
