Answered August 2026

Your best low-cost plan is to check the totes and toolboxes on your flight, ship only the overflow with UPS using CBP Form 3299, and avoid ordinary postal shipping for the TV.

I am moving from Ontario to Texas in a few weeks on a K1 visa and will be flying down since I'm selling my car. I only have 5 totes, a TV, and 3 toolboxes to move, but moving companies are quoting around $2800. What are the cheapest and most secure ways to ship my belongings across the border?

Summary

You have a realistic path far below a full-service mover if the totes and toolboxes fit airline limits. The paperwork is manageable: accompanied bags travel with you, while anything shipped separately uses one form plus a packing list.

You have three sensible routes, and the lowest-cost answer turns mainly on whether the nine packed pieces fit your airline’s baggage limits.

Take totes and tools as checked baggageprice first

This is the first route to price because the goods travel with you rather than as . As a benchmark only, Air Canada’s posted Canada–U.S. schedule allows a standard bag up to 23 kg and 158 cm in linear dimensions; on Basic/Standard fares it lists CAD $45–$54 for bag one, $60–$72 for bag two, and $100–$120 for each additional bag. If all nine pieces are accepted, that table totals CAD $805–$966 one way—well below the $2,800 mover quote. Heavy tools go in checked bags; protected loose batteries stay in carry-on.

Ship overflow by UPSclean customs

Use this for boxes that miss the airline limit or for a properly packed TV. UPS expressly recognizes CBP Form 3299 for duty-free U.S. entry of personal or household effects. Its 2026 guide permits up to 68 kg per package and bills the greater of actual and , so a large TV carton may cost much more than its scale weight. Send the completed Form 3299 and packing list through UPS customs clearance and add signature and declared-value protection where worthwhile.

Use Canada Post for non-fragile boxesboxes only

Expedited Parcel–USA accepts parcels under 30 kg, provides tracking and delivery updates, includes CAD $100 liability coverage, and offers additional coverage up to $1,000. It can suit clothing or a tote, but the post-2025 Declaration ID process does not explain Form 3299 treatment. Do not use it for the TV: Canada Post disclaims damage liability for fragile contents.

Book a small freight moveheavy fallback

If several pieces exceed parcel or baggage limits, U-Pack is a self-load cross-border fallback: you pack and load, it drives and clears the shipment with the proper paperwork. Its official page lists a $62.02 customs-administration fee in addition to the move price. Because you have only nine pieces, compare this only after assigning every airline- and parcel-sized piece.

Mail the TV as an ordinary parcelnot secure

This is not a secure choice for you. Canada Post’s official claims rule says it has no liability for damage to fragile-item shipments. Use a carrier that accepts the packed dimensions with adequate declared-value protection, an airline cabin-seat service if your airline offers one, or sell and replace the TV if transportation approaches its replacement cost.

Five totes, one TV, and three toolboxes equal nine pieces; every option below assumes they contain only lawful, non-dangerous personal goods.

Watch out for

The one-year test mattersYour K-1 visa does not itself make the shipment duty-free. Under 19 CFR 148.52, the TV and other usual qualify only if they were actually used abroad for at least one year and are not for another person or for sale; list anything used less than one year separately on CBP Form 3299.
Tools have two possible rulesWork tools can qualify under the separate tools-of-trade rule if you owned and used them abroad and they are not for someone else or for sale (19 CFR 148.53). If they are not tools of trade, do not rely on that rule; use the household-effects claim only if they meet its one-year test and CBP accepts them as usual household effects.
Postal duty rules changedSince August 29, 2025, Canada Post says every U.S.-bound postal package needs a prepaid duty assessment and a 13-character Declaration ID before crossing. Its official material does not say that the Zonos flow can process CBP Form 3299 or the household-effects exemption, so Canada Post is not the cleanest duty-free route for this move.
Empty the dangerous itemsCATSA allows heavy tools only in checked baggage, but toolboxes containing compressed gas or aerosols, butane cylinders or torches, flammable adhesives or paints, corrosive liquids, explosives, and similar dangerous goods cannot travel in either checked or carry-on baggage. Remove loose lithium batteries from the toolboxes, protect their terminals, and carry them in your cabin bag subject to the airline’s watt-hour approval rules.
A TV is poorly protectedCanada Post states that it has no liability for damage to shipments containing fragile items. Air Canada’s tariff also identifies portable televisions as fragile items; use rigid original-style packaging and do not assume ordinary carrier liability makes a TV shipment financially safe.
Locks may be openedYou may lock checked bags departing Canada, but CATSA can open recognized travel locks and may break a lock it cannot open. Use an accepted security lock and keep your inventory and serial numbers with you.

Next steps

These steps identify the baggage-sized pieces first, then create a customs-ready overflow shipment.

Before buying any shipping

Inventory, weigh, and measure all nine pieces

Number the containers 1–9. On the packing list, use specific descriptions such as “used men’s clothing,” “used 18V cordless drill,” and “used 42-inch television,” not only “miscellaneous” or “personal effects.” Separate every item used abroad for less than one year because CBP Form 3299 lists that category separately.

Requirements

Packed length, width, height, and weight for each piece
Plain item-by-item packing list with quantity and realistic used value
Purchase/use evidence for items claimed as used abroad for one year
Battery watt-hour labels and TV serial number

Cheapest lane first

Assign airline-safe pieces to checked baggage

Put heavy hand and power tools in checked baggage. Remove prohibited liquids, paints, adhesives, aerosols, fuel, torches, gas cylinders, power rivets, and corrosives. Place protected loose lithium batteries in carry-on; CATSA’s table permits batteries under 100 Wh in carry-on and imposes airline-approval conditions on several checked or higher-watt-hour cases. At your first U.S. airport, present the belongings for CBP inspection and answer all declaration questions truthfully.

Requirements

Your airline’s accepted baggage allowance
Each selected piece within that airline’s size and weight limits
Recognized North American travel locks

For anything not flying with you

Complete CBP Form 3299 for every separate shipment

Use the official form at https://www.cbp.gov/sites/default/files/2024-05/cbp_form_3299_0.pdf. Complete Parts I, II, IV, and VI as applicable; mark your nonresident/emigrating facts truthfully; list newer-than-one-year items separately; and attach the packing list. The carrier completes Part V and CBP uses Part VII. Give the signed form and inventory to the carrier’s customs-clearance team before U.S. clearance.

Requirements

CBP Form 3299 (05/24)
Packing list
Arrival date, U.S. airport, airline/flight, and Texas address
Carrier name and bill or airway-bill number when issued

After baggage is fixed

Send non-fragile overflow by the fitting carrier

For UPS, use the carrier’s Form 3299 workflow at https://wwwapps.ups.com/tradeability/forms?loc=en_CA; the TV’s large box may be billed by dimensional rather than scale weight. For Canada Post Expedited Parcel–USA, keep each parcel under 30 kg and use https://www.canadapost-postescanada.ca/cpc/en/personal/send-internationally/compare-services/expedited-usa.page, but only for non-fragile goods and only after obtaining the required Zonos Declaration ID and prepaid assessment.

Requirements

Completed Form 3299 and packing list
Rigid corrugated boxes with internal cushioning
Tracking number and retained acceptance receipt
Declared value matching the item list

Immediately before handoff

Photograph, lock, and retain every record

Photograph each numbered container and its contents, place a copy of your name and Texas address inside, use tamper-evident seals or accepted travel locks, and keep all originals with you rather than inside the shipment. Record damage before leaving baggage claim or accepting a visibly damaged delivery.

Requirements

Photos of open contents and closed container
Serial numbers for TV and power tools
Copies of Form 3299, packing list, labels, receipts, and tracking
Accepted travel locks for checked bags
