Summary
You do not need every federal attachment to come from the same PDF generator: the IRS tells paper filers how to assemble the return and its schedules. The harder part is keeping New York's barcoded pages consistent and making sure paper filing is permitted for your state return.
You can assemble separate federal and New York filings, but whether your New York return may be filed on paper depends on its e-filing rules.

A return for the 2025 calendar year is due by April 15, 2026. If you didn’t receive wages as an employee subject to U.S. income tax withholding, file Form 1040-NR by the 15th day of the 6th month after your tax year ends. A return for the 2025 calendar year is due by June 15, 2026.
