Answered September 2026

Your answer forks: fix the denial cause first, then use Zolve if you have F-1 documents, Chase Freedom Rise if you fit its process, or an Amex transfer or Additional Card route if available.

“I am an international student with an ITIN and I'm stuck trying to get my first credit card. I was denied by Wells Fargo (where I have an account), Citibank secured, and Capital One secured, despite showing documents and bank statements. I also got errors trying OpenSky and Self. What are my best options to get a starter credit card and build credit with an ITIN?”

Summary

An ITIN can be used for some card routes, but it never guarantees approval. Your three denials make the written reasons—not another random application—the most important starting point.

After you identify and correct the reason for the denials, your best route depends on your student documents, age, and whether someone can add you to an existing account.

Zolve for an F-1 studentbest fit

If you have an F-1 visa, passport, and Form I-20, this is the closest fit found for your profile. Zolve says an F-1 student can apply with those documents without an SSN, no U.S. credit history is required, the annual fee is $0, and it reports to all three credit bureaus; approval still depends on eligibility and credit review. [Zolve International Student Guide, 2026-06-29; Zolve Credit Card page]

Chase Freedom Risemainstream

If you are over 18, have a U.S. mailing address, and can apply with your ITIN, Chase’s general application guidance permits that combination. Freedom Rise has a $0 annual fee and is designed to establish credit; Chase says having at least $250 in Chase checking or savings increases approval chances, though its card page warns that additional verification documents may be requested. [Chase Application Guide; Chase Freedom Rise page]

Become an Amex Additional Card Memberwith sponsor

If a trusted person with an American Express account will add you, they can use your legal name, address, birth date, and ITIN. Amex says it provides credit information for an Additional Card Member who is at least 18 and builds only positive history based on the Basic Card Member’s behavior. [American Express Additional Card Member FAQ]

Use Amex Global Card Transferexisting Amex

If you already are the primary holder of a foreign card issued by American Express, have held it for at least three months, and it is in good standing, apply through Global Card Transfer using your existing account details, U.S. address and bank details, passport, employment details, and ITIN. Personal-card applications are also accepted by phone at 877-621-2639, 8:00 a.m.–11:00 p.m. Eastern daily. [American Express Global Card Transfer]

Retry Capital One only through preapprovallater

Do not submit another blind secured-card application. After fixing the stated denial reason, use Capital One preapproval with your ITIN; it uses a , while moving forward with an offer produces a . [Capital One Preapproval, 2026-08-04]

Pause OpenSkynot now

OpenSky looks attractive because it has no traditional credit check and reports to all three bureaus, but you already encountered an application error and its fetched official pages do not state ITIN eligibility. Treat it as unavailable for now rather than repeatedly resubmitting; its standard secured card also requires at least $200 and has a $35 annual fee. [OpenSky Secured Visa page]

Do not use Self’s loan as the bridgeITIN insufficient

Self’s published borrower requirements say an individual borrower must be a U.S. citizen or permanent resident and must have an SSN and valid bank account. That rules out its Credit Builder Account loan for an ITIN-only international student; the separate card’s ITIN eligibility was not established by the fetched page. [Self support, 2025-02-18]

No route guarantees approval: issuers must assess ability to pay, and they may consider immigration status. [12 CFR 1026.51(a); 12 CFR 1002.6(b)(7)]

Watch out for

Use the denial letters nowFor each completed application, the creditor generally had 30 days to notify you. If its did not give specific reasons, request them within 60 days; if a credit report was used, the notice also gives you 60 days to obtain a free copy from that reporting company. [12 CFR 1002.9(a); CFPB, reviewed 2024-12-31]
An ITIN is not general identificationYour is only a federal tax number; it does not provide immigration status, work authorization, or identification outside the federal tax system. A bank may verify a non-U.S. person with a taxpayer number, passport, alien-identification number, or another qualifying government document, but the bank’s own identity-verification procedures control. [IRS, updated 2025-10-28; 31 CFR 1020.220(a)]
A special rule applies under 21If you are 18–20 and want your own account, the issuer must find that you independently can make the minimum payments or obtain a signed agreement from a financially qualified cosigner, guarantor, or joint applicant who is at least 21. [12 CFR 1026.51(b)(1)]
Documents do not compel approvalEvery issuer must assess your ability to make minimum payments, and federal rules permit a creditor to consider temporary student immigration status when evaluating repayment risk. Your ITIN and bank statements therefore make an application possible but do not create a right to approval. [12 CFR 1026.51(a)(1)(i); 12 CFR 1002.6(b)(7)]
Secured does not mean guaranteedA still requires approval. OpenSky says its card avoids a traditional credit check, but its applications remain subject to approval; the refundable deposit equals the credit limit. [OpenSky Secured Visa page]
Avoid another blind hard pullCapital One’s preapproval uses a , but accepting an offer causes a . Use preapproval only after reviewing the earlier denials, and stop if no offer appears. [Capital One, updated 2026-08-04]

Next steps

These steps identify what blocked the earlier applications and help you make one better-targeted attempt.

Before any new application

Collect the three adverse-action notices

Each creditor generally had 30 days after receiving a completed application to notify you. If a notice does not state specific reasons, request them from the name, address, or telephone number printed in that notice within 60 days; Regulation B requires the notice to provide that contact. If a report was used, request the additional free copy from the named reporting company within 60 days of the notice. [12 CFR 1002.9(a); CFPB denial guidance]

Requirements

Wells Fargo denial notice
Citi denial notice
Capital One denial notice
Dates of the three completed applications

After reading the notices

Pull all three credit reports

Use https://www.AnnualCreditReport.com or call 877-322-8228. Federal law provides one free report each year from Equifax, Experian, and TransUnion, and more frequent online reports may be available. Compare the name, address, accounts, and application inquiries with the denial reasons; do not dispute accurate information. [CFPB Free Credit Reports]

Only if a report is wrong

Dispute only genuine errors

Submit bureau disputes directly at Equifax: https://www.equifax.com/personal/credit-report-services/credit-dispute/; Experian: https://www.experian.com/disputes/main.html; or TransUnion: https://dispute.transunion.com. Also send a written dispute by certified mail to the information provider at the address printed on your report; furnishers generally must investigate and respond within 30 days after receipt. [CFPB, updated 2026-09-02]

Requirements

Copy of the affected credit report
Written explanation of each error
Copies of supporting identity or account documents

Before another own-account application

Run Capital One preapproval

Use https://www.capitalone.com/credit-cards/preapprove/. The preapproval check accepts an ITIN and is a . If no suitable offer appears, stop; accepting an offer causes a . [Capital One, updated 2026-08-04]

Requirements

ITIN
Date of birth
Corrected application information

After the denial cause is understood

An Amex Basic Card Member can add you at https://www.americanexpress.com/us/credit-cards/card-application/apply/supplementary/generic/36182-9-0#/ using your ITIN.

Pay in full and control the reported balance

Pay the card balance in full and on time every month. Keep the balance small compared with the available limit because that ratio—your —is one factor used in credit scoring, and a high balance can affect a score even when it is paid the next day. [CFPB Credit Score Guidance, reviewed 2024-01-29]
