Answered September 2026

You can apply for OHP or OHP Bridge without a job and enroll through your move-from-Italy Marketplace window, but Marketplace coverage normally starts the next month—not the day you establish Oregon residence—and renting will require a criteria-friendly landlord rather than guaranteed approval.

I am a 20-year-old U.S./Italian dual citizen moving from Italy to Oregon. I have a U.S. passport and SSN, but no U.S. credit or rental history, and no job lined up. How do I get health insurance without a job, and is ACA Marketplace insurance available immediately after establishing residence? Also, how can I rent a room without U.S. credit history or a cosigner?

Summary

You do not need an employer to obtain health coverage, and recent U.S. credit history is not legally required for every rental. Your strongest approach is to apply for Oregon coverage first, preserve the Marketplace move deadline as a backup, and apply only to rooms whose written criteria fit the evidence you can provide.

Your health route depends mainly on your income and expected tax household, while your best rental route depends on the landlord’s written criteria and whether Portland’s additional rules cover the room.

Apply for OHP firstapply first

With no job and no other income stated, start with . Enrollment is open all year, coverage includes medical, dental, prescriptions, and behavioral health care at no cost to members, and ordinary OHP can begin at the earliest eligible date in the request month. Your U.S. passport is acceptable citizenship evidence even if expired, provided it was issued without limitation. [OHA OHP Apply; OAR 410-200-0115(2)(a); 42 CFR 435.407(a)(1)]

Use OHP Bridge if income is highermiddle income

If your income is above traditional OHP limits but falls within the current Bridge band—monthly income above 138% and annual income from 133% through 200% FPL—ONE can evaluate you for . It is for qualifying adults under 65 without access to affordable insurance and has no premiums, copayments, coinsurance, or deductibles. [Oregon DHS Form 5530 (05/2026); OHA OHP Bridge]

Use the Marketplace move window60 days

Once you actually reside in Oregon, your permanent move from Italy can open a . Living in a foreign country during the preceding 60 days satisfies the foreign-residence alternative to prior U.S. coverage, and you normally have 60 days after the move to choose a plan; coverage generally starts the first day of the following month. [45 CFR 155.305(a)(3), 155.420(b)(1), (c)(1), (d)(5), (d)(7)]

Target criteria-friendly rooms statewidestatewide

Oregon does not guarantee approval without credit or a cosigner, so ask for the landlord’s written screening criteria before paying. Apply where the criteria accept savings, verifiable foreign rental references, or other documented financial resources, and submit your Italian lease records, rent receipts, landlord contacts, and bank statements as a rental packet. [ORS 90.295; CFPB tenant-screening guidance]

Use Portland’s covered-unit protectionsPortland only

For a covered Portland rental, ask whether the landlord uses the city’s Low-Barrier criteria; that section expressly addresses insufficient credit history, with an exception for bad-faith withholding. If you miss the minimum income ratio, the city brochure permits conditional approval using an additional deposit instead of a guarantor and gives at least 48 hours to accept; a denial must include a 30-day appeal opportunity. [Portland Rental Services Office screening brochure]

If another taxpayer expects to claim you, tell ONE because that can change the used for OHP eligibility; otherwise, the basic taxpayer rule generally uses you and anyone you expect to claim. [42 CFR 435.603(f)(1)-(2)]

Watch out for

Marketplace coverage is not same-dayYour permanent move opens a , but you must select a plan within 60 days after the move. Coverage normally starts on the first day of the next month, and it will not start until you pay the first premium to the insurer. [45 CFR 155.420(b)(1), (c)(1), (d)(7); HealthCare.gov enrollment guidance]
Your tax household can change the resultHaving no job does not by itself settle OHP eligibility. If nobody expects to claim you as a tax dependent, the basic rule generally starts with you and anyone you expect to claim; if another taxpayer expects to claim you, a different household rule applies. Report your expected filing and dependent status accurately. [42 CFR 435.603(f)(1)-(2)]
OHP Bridge may start laterOrdinary OHP can begin at the earliest eligible date in the application-request month, but starts the next month when eligibility is decided by the 15th, or the month after next when decided on or after the 16th. [OAR 410-200-0115(2)]
A shared Portland room may be exemptDo not assume Portland’s special screening protections cover every room: the city’s official screening brochure identifies shared dwelling units with a landlord among its exemptions. Statewide Oregon screening protections still may apply depending on the arrangement. [Portland Rental Services Office screening brochure, Exemptions]
Save every screening noticeAn Oregon landlord generally may charge only one screening fee within 60 days and must give written denial reasons within 14 days. If a screening report caused a denial, cosigner requirement, higher rent, or larger deposit, the adverse-action notice must identify the reporting company and explain your right to a free report requested within 60 days and to dispute errors. [ORS 90.295, 90.304; CFPB tenant-screening guidance]

Next steps

These steps establish Oregon eligibility, prevent a health-coverage gap, and focus your rental applications where a thin U.S. file is least likely to cause an automatic denial.

After you arrive

Establish that you reside in Oregon

Begin once Oregon is where you actually reside. Because you are 20, the Exchange residency rule uses the service area where you reside even if you do not yet have a fixed address. Keep dated evidence of the move and your prior foreign residence for the Marketplace event. [45 CFR 155.305(a)(3)(i)(A); 155.420(d)(5), (d)(7)]

Requirements

U.S. passport
Social Security number
Oregon residential or valid mailing address
Date and evidence of your move from Italy

Apply first

Apply through Oregon ONE

Create an account and select “Apply Now” at https://ONE.Oregon.gov. OHP enrollment is open all year; the phone alternative is ONE Customer Service at 1-800-699-9075. If approved for ordinary OHP, coverage can begin at the earliest eligible date in the request month; Bridge follows its separate next-month timing rule. [OHA OHP Apply; OAR 410-200-0115(2)]

Requirements

Names and dates of birth for the application household
Social Security numbers
Valid mailing address
U.S. passport or other citizenship evidence
Current income, expenses, and tax deductions
Expected federal tax filing and dependent information
Information about any other health coverage

Within 60 days after moving

Use the Marketplace move window if needed

If you are not eligible for OHP or Bridge—or choose to compare private coverage—start at https://healthcare.oregon.gov/. Select a plan no later than 60 days after the permanent move. The regular effective date is the first day of the month after selection; pay the exact first-premium amount displayed for your chosen plan directly to its insurer before coverage can begin. [45 CFR 155.420(b)(1), (c)(1), (d)(5), (d)(7); HealthCare.gov Complete Enrollment]

Requirements

Oregon residence information
Move date
Evidence that you lived in Italy during the preceding 60 days
Projected annual household income
Chosen plan’s first premium

Before paying a screening fee

Build one reusable rental packet

Ask for the rent, deposits, written admission criteria, income rule, credit-history rule, and whether foreign rental evidence and savings are accepted. Apply only where those criteria can fit your documents. Oregon generally limits a landlord to one screening charge from you in a 60-day period, and the amount cannot exceed the landlord’s average actual screening cost or the customary comparable screening-company charge. [ORS 90.295]

Requirements

Passport or other photo identification
Italian leases or housing records
Recent rent receipts
Italian landlord references with current contact details
Recent bank statements or other proof of available funds
Short written explanation that you recently moved from Italy

If denied or asked for a cosigner

Use denial and appeal rights promptly

An Oregon landlord applying screening criteria must provide written reasons within 14 days. If a caused a denial, cosigner demand, higher rent, or larger deposit, request the free report from the named reporting company within 60 days and dispute inaccurate information; for a covered Portland application, use the city’s 30-day appeal opportunity. [ORS 90.304; CFPB Tenant Screening Guidance; Portland Rental Services Office screening brochure]

Requirements

Written denial or conditional-approval notice
Receipt for any screening fee
Copy of your submitted application
Any adverse-action notice
