Yes—you can convert a qualifying Mexican driver’s license to a Massachusetts license, normally without written or road tests.
“How do I convert my Mexican driver's license into a Massachusetts driver's license?”
Summary
You usually do not have to start over as a new driver: Mexico is one of the countries whose licenses the accepts for conversion. The main preparation is getting your identity documents and a fresh certified driving record together. [1, 2]
You can choose a Standard license or, if you meet its additional identification requirements, a REAL ID license.
You can qualify without proving lawful immigration status. A straightforward identity combination is an unexpired Mexican passport or consular ID plus an unexpired Mexican driver’s license; an original or certified birth certificate can replace the license as the second identity document. You also need one Massachusetts residency document and must satisfy the requirement. Eligible applicants who have never received an SSN can use the no-SSN affidavit. [5–7]
Choose if you can provide qualifying proof of lawful presence, Social Security documentation and two Massachusetts residency documents. The checklist also accepts a qualifying SSA denial notice with passport, visa and I-94 instead of SSN evidence. A Standard license is not accepted for federal identification purposes. [8, 9]
Your card choice does not remove the eye test, certified driving-record requirement, or any testing required because your license has expired. [1]

Next steps
Follow these steps for an ordinary passenger-car license; the permit and road-test branches apply only when testing is required.
Choose Standard or REAL ID
Gather your identity and address documents
For residency, a current lease or a bank statement dated within 60 days is an accepted example; it must show your name and current Massachusetts residential address, not a P.O. box. A current lease plus a recent bank statement provides two examples for REAL ID. For Standard, provide your SSN if you have one. If you have never received one and use the two-foreign-document identity option, complete https://www.mass.gov/doc/affidavit-of-no-ssn-english/download and sign before RMV staff or a notary. For REAL ID, accepted SSN evidence includes an SSN card, W-2 or pay stub; its alternative is an SSA denial notice dated within 60 days with passport, visa and I-94. Bring legal name-change documents if your names do not match. [6–9]
Requirements
Before obtaining the time-sensitive record
Start your application and book an RMV appointment
For conversion, start at https://atlas-myrmv.massdot.state.ma.us/myrmv/?Link=NewToMassachusetts and book an RMV Service Center appointment at https://atlas-myrmv.massdot.state.ma.us/myrmv/?Link=Appointment. Conversion cannot be completed entirely online. If your license expired more than one year ago or your credential cannot be converted, use the permit application at https://atlas-myrmv.massdot.state.ma.us/myrmv/?Link=ApplyForPermit for the testing route instead. [2, 4, 10]
For license conversion
Obtain your certified Mexican driving record and translations
Obtain an original from Mexico and time its issuance so it is no more than 30 days old when you present it. For a Spanish record, use an accepted translation provider, such as a language-service provider or bilingual notary. The translation and certification must be on the certifier’s letterhead and include the translator’s name, date, address, contact information, signature and qualifications, plus a completeness-and-accuracy statement identifying the document and language. Other non-English identity documents also require certified translations. [1, 3, 4, 6]
Requirements
At the RMV Service Center
Attend your appointment and pass the required screening
For an eligible license that does not require written or road testing, present your paperwork, pay the $115 conversion fee and pass the eye test. You receive a temporary license valid for 30 days; the RMV says the permanent license is mailed in 10–14 days. If your physical license is missing, the general transfer instructions allow acceptable photo ID plus a certified driving record no more than 30 days old. If testing is required, complete the learner’s-permit process instead: the permit exam costs $30, is available in Spanish, and requires 18 correct answers out of 25; vision screening is also required. Obtain the permit before the road-test step. [1, 2, 4, 10]
Requirements
Expired more than one year, or a new-license application
Take the road test only if your case requires it
Book through https://www.mass.gov/how-to/schedule-your-road-test. The road-test fee is $35. Bring the completed application from https://www.mass.gov/doc/class-d-or-m-road-test-application-0/download, your permit and a qualified sponsor; someone holding only a foreign license cannot sponsor you. Unless a driving school supplies the vehicle, you must provide one with seating for the examiner and sponsor and unobstructed examiner access to the parking brake. Under-18 applicants must also meet the junior-operator requirements described above. The combined fee for an expired-license conversion requiring tests remains unresolved below. [11]
