Why finding a compatible ATM is difficult
You asked how to find an ATM in the United States that can unblock a PIN, and whether specific U.S. ATM networks support these transactions.
As of April 2015, payment networks do not mandate PIN changes at the ATM. Because this feature is not required, many U.S. issuers and acquirers do not offer PIN change or unblock services at their machines.
Whether an ATM can process a PIN unblock depends on whether the individual ATM owner has chosen to implement the service, rather than a specific network requirement.
