Summary

You do not have to wait for the plastic Green Card if you obtain another PennDOT-listed document, usually a passport or Form I-94 bearing temporary I-551 evidence. Complete a no-change renewal onlinetry first

Use another listed LPR documentif you have it

You can proceed with a valid passport or Form I-94 bearing a stamp, a valid machine-readable immigrant visa serving as temporary I-551 evidence, or a valid Reentry Permit I-327. The pending-I-485 rule is not your rulePennDOT has a separate row for an “Applicant for Adjustment of Status,” but it requires an I-797 receipt notice for a pending I-485 plus a valid or expired EAD or passport. Use PennDOT’s renewal portal at https://www.dmv.penndot.gov/driver_services/dllogin.jsp?navigation=true. The standard four-year fee is $39.50; it is $63.50 with motorcycle privileges. If you are 65 or older, the optional two-year fees are $27.50, or $39.50 with motorcycle privileges. If completed online, PennDOT says the camera card should arrive within 14 days. If the portal requires legal-presence verification, continue below rather than treating the I-485 approval notice as sufficient.
