My plan is to get a Tello eSIM, open a checking account in a branch using my passport and French proof of address, and use a friend's US address for mail. Under 31 CFR 1020.220(a)(2)(i)(A), another contact person's address is the fallback only when you have no residential or business street address; use your friend's address only as a separately disclosed mailing address if the bank permits it.
Federal permission is not approvalThe federal rule permits a non-U.S. person to use passport number and country of issuance instead of an SSN/ITIN, but banks must apply risk-based identity verification. No branch is required to approve you.

New non-resident here. I was approved of a Green without US credit history. I did it via Global Transfer, where I had prior Amex relationship back home.
