You can start the job search now, but the Texas ID has to wait until you actually establish a Texas home and satisfy one of two proof routes.
Use your real current Mexico address and write ‘Relocating to [Texas city] on [date]’ on your résumé or application. A state ID is not a federal pre-application document: USCIS Form I-9 (edition 01/20/25) says Section 1 is not completed before you accept an offer, and your unexpired passport can satisfy the later check as a document.
After moving and living at the Texas address for at least 30 days, present two printed accepted documents with your name and the same Texas residential address; one must establish the 30 days. DPS examples include a lease, utility or residential-service bill, bank or credit-card statement, and government mail.

When applying for your first Texas driver license (DL) or identification card (ID), you must provide documents to prove you have lived in Texas for at least 30 days. Simply provide two documents from the following list that contain the same name and Texas residential/physical address. Valid, unexpired U.S. passport book or U.S. passport card When applying for a DL or ID card, you must provide your complete Social Security Number (SSN). The Department will verify the SSN number electronically with the Social Security Administration (SSA). If the SSN cannot be verified electronically, the Department will be unable to process your application.
Texas Residency Affidavit (DL-5)
DL-5 creates the host-affidavit proof route but still requires real Texas residence.

To be eligible for a Texas driver license or identification card, the applicant must be a resident of or domiciled in Texas. If the applicant cannot provide two (2) acceptable residency documents from the list found on the back of this form, this affidavit, along with required documentation, may be used as evidence of residency in Texas. Texas DPS Residency Requirement
The DPS residency page states the ordinary proof rule and the narrow 30-day waiver.
To verify Texas residency, an individual must present two printed documents from the list below. Both documents must contain the individual's name and residential address. One of the documents must verify that the individual has lived in Texas for at least 30 days. Individuals who are surrendering a valid, unexpired driver license or ID from another state, or applying for a commercial driver license, must still present proof of residency; however, the 30 day requirement is waived.
Texas DPS SSN Requirement
DPS uses the SSN itself and electronic verification; a failed match must be corrected before issuance.
To enhance security, reduce the risk of identity theft or fraud, and to protect the integrity of the issuance process, applicants for a driver license or ID card must provide their Social Security Number (SSN) on the application form, unless they are not eligible for a SSN. Social Security Numbers are verified with the U.S. government electronically during the issuance process. Applicants whose SSN does not verify through SSOLV must contact the Social Security Administration to correct any issues before their driver license or ID card can be issued or renewed.
Texas DPS — Apply for an Identification Card
